Reforms Undertaken

Current reforms undertaken by PPA

Direct Port Delivery (DPD) and Direct Port Entry (DPE)

  • DPD and DPE options have been made available to the Customers.

Strengthening infrastructure at PPA to reduce congestion

  • Two new state-of-the-art terminals namely PICTPL for handling of clean cargos including containers and M/s JSW Paradip Terminal Pvt. Ltd. (JSWPTPL) for export of Iron Ore on BOT basis have been developed at PPA and they have commenced operations.
  • Two more terminals on BOT basis are under construction namely M/s Paradip East Quay Coal Terminal Pvt. Ltd. (PEQTPL) for mechanisation of EQ-1, 2 & 3 berths for export of Coal and M/s Kalinga International Coal Terminal Paradip Pvt. Ltd. (KICTPPL) for handling of Coal imports. These two terminals will be state-of-the-art terminals and will reduce congestion in the Port. PEQTPL and KICTPPL are expected to commence operations by 2021.
  • Up-gradation of stackyards between CQ and EQ berths is completed.
  • Up-gradation of back-up area of SQ berth is completed.
  • A new road of approximately 350m inside PPA harbour area (from ATBK-1 to Gate No.2) is under construction. Upon completion, the distance of the exit route for trucks will be reduced, minimizing congestion on the roads.
  • Up-gradation of stackyard of Iron Ore Handling Plant (IOHP) of PPA.
  • Successfully implemented QR Code mode for issuance of RFID gate passes.
  • Concreting and upgradation of roads leading to Gate No. 1, 2 and 3.

Integration of all 27 stakeholders within PCS 1x

  • 209 nos. of entities/organisations have registered so far in PCS 1x.

Online grievance redressal mechanism

  • A dedicated online grievance redressal portal has been created.
  • Complaints of MSMEs related to import/export consignments, etc. have been addressed expeditiously.

Container Scanner

  • One drive-through container scanner will be installed at PPA.
  • Customs notification, installation process, and Site Acceptance Test are completed. Trial run is under progress.
PPA Digital Initiatives
  • Allotment of storage plots is done through an online application system.
  • Allotment of berths is done through an online system.
  • As per the requirements of customers, cargo-related bills and vessel-related bills are being sent through an electronic system within 7 days of the ship’s sailing.
  • QR code has been introduced to ease the entry of trucks into the port.
  • IGM: E-IGM is being received through the PCS1X portal.
  • E-DO: E-DO has been successfully implemented in Paradip Port and is being received through the PCS1X portal.
  • RFID System and QR Code have been implemented to streamline gate operations.
  • RFID System was implemented in PPA on 25.09.2016.
  • Around 1500–1600 trucks carrying Iron Ore/Pellets were unloaded every day in the Port.
  • To increase the number of truck unloadings in the Port, physical submission of required documents for generation of Harbour Entry Permits (HEPs) was dispensed with. The information was collected through e-mail only, helping to avoid physical exchange of documents and prevent the spread of COVID-19.
  • At present, a system has been developed to receive information online, and the HEPs are being generated in the form of QR Codes. The QR Code is sent by the system to the mobile phones of the truck drivers. Hence, both acceptance of physical documents and issuance of hard copies of HEP have been dispensed with.
  • The number of truck entries has increased to a level of 2300 per day.
Other Initiatives under EoDB
  • Gate monitoring system has been re-organized to ease the congestion of vehicles inside and outside the Port area.
  • The Coal Berth No. 1 & 2 have been declared as exclusive coastal berths at Paradip Port for loading coastal Thermal Coal. This will eliminate the monitoring of customs, which was previously required for coastal cargo at Paradip Port.
  • Labour levy on account of CFH workers has been reduced from 100% to 25% to make the handling cost at the Port more competitive.
  • The Management Committee, in which only 9 CFH Agents were enlisted members to source workers for loading and unloading of trucks and wagons, has now been opened to all stevedores to become members and undertake independent work.
